Policy Analysis and Program Evaluation Workshop jointly designed and implemented by GRAAM and Cornell University inaugurated at ISEC campus on 03rd July 2018 by Prof.V.K Malhotra, Member Secretary of Indian Council of Social Science Research, New Delhi.
While Inaugurating & addressing the gathering he emphasised on understanding the importance of the policy evaluation and also the recent developments in the policy space. He also said that it is important that policy experts understand the community for people focused policy making.
Former Chief Secretary to Govt of Karnataka Dr. Ravindra who is also the Guest of honour of the program said that the policies are not implemented as it is conceived. He explained the process of policy making in the government and its challenges. Prof. Sarosh Kuruvilla from ILR School of Cornell University said that program evaluation done by citizens is a fundamental tenet of democracy and democracy must have many program evaluators. Dr.Balasubramaniam, Chairman of GRAAM said that government is leaning towards evidence based policy making. He highlighted the need to bridge the GAP between Practitioners and academicians. He said that building talent and capacity in policy space is the need of the hour. GRAMM’s endeavour is to include commonest in the policy decision making. There by becoming voice of the people.
Executive Director of GRAAM Mr. R. Basavaraju R delivered an introductory note and welcomed the guests. He said the program is an endeavour to build collaborative learning community in the policy analysis and program evaluation arena. Dr.Chandrakanth, Director of GRAAM welcomed all the dignitaries and the participants and Prof.Madeshwaran proposed the vote of thanks. ISEC, Cornell & GRAAM Faculties and Staff were present during the program. Also, the participants from Participants from 12 States having various sectors like NGO , Academicians, Researchers persuing their M.Phil., PhD & Post-doctoral Studies in Development Studies, Public Policy, Law, Management and Social Sciences.
The Cornell University, a leading university in the world & Grassroots Research and Advocacy Movement (GRAAM) a Public Policy Research and Advocacy Initiative in India jointly presenting a workshop intended to build capacity in understanding the process and methods of Program Evaluation and evidence-based policy making.
This Sixteen-day workshop has drawn academic expertise of Cornell University and large research network of GRAAM to provide participants with practical guidance for understanding Public Policy Analysis & Program Evaluation. About fifty participants from twelve states of India with various backgrounds like academics, Practitioners, Researchers from the Social Science arena are taking part in the program.
