The government of Karnataka has set up the Department of Skill Development, Entrepreneurship and Livelihood to enable youth to acquire necessary skills for employment and livelihood promotion. Towards this, a number of initiatives have been put in place to provide skills and vocational education to youth and those seeking livelihoods without any appreciable skills.
A drafting committee prepared the Skill Development Policy for Karnataka and GRAAM was approached in order to give it further shape and focus. This was owing to the experience that GRAAM has of the issues of marginalized communities, their institutional structures and the strategic direction needed thereof.
This initiative gave GRAAM an opportunity to showcase the issues of grassroots communities, which GRAAM already has considerable experience of, through its community consultation process.It provided a platform to present these needs and demands as they emerged. GRAAM also had previous experience of how other states were performing as it had developed the strategy focus document and institutional structure for the Karnataka State Rural Livelihood Mission (KSRLM). This experience fed well into the preparation of the Skill Development document.
